SCDNR Board Meeting Minutes

The regular meeting of the Board of the South Carolina Department of Natural Resources was held at 2:00 pm, July 19, 2017, at Environmental Learning Center at Edisto Island State Park, Edisto Island, SC. Notice of the date, time and place of the meeting was posted and mailed to the news media. Chairman Cary Chastain presided at the meeting. Board members present included Keith Hinson, Michael Hutchins, Glenn McFadden, Norman Pulliam and Elizabeth Willis. Board member Larry Yonces absence was excused. Staff members of the Department of Natural Resources were present at the meeting.
Chairman Cary Chastain called the meeting to order and welcomed everyone to the meeting.
Rev. Ron Kenyon, SC Law Enforcement Assistance Program, offered the invocation.
Norman Pulliam led the group in the Pledge of Allegiance.
COL Chisolm Frampton introduced three members of the canine team and their handlers.
Breck Carmichael, Special Assistant to the Director, introduced Gretchen Smith, Edisto Island History and Preservation Society; and Austin Smallwood, SC Realtors.
Mr. Carmichael reported that there were no requests for comments.
Chairman Chastain asked if there were any amendments, additions, deletions or corrections to the June 22, 2017 meeting minutes. Mr. Pulliam made a motion that the Board approve the minutes of the June 22, 2017 meeting as submitted. Mike Hutchins seconded the motion and the motion carried unanimously.
- Shooting Sports and Take One Make One
CPT Billy Downer gave the Board a brief presentation of the outreach programs within the Hunter/Boater Education section. CPT Downer highlighted the Shooting Sports, National Archery in the Schools and Take One Make One programs. - Climate Update
Hope Mizzell, Land, Water and Conservation Division, gave the Board a brief report on the tropics, drought conditions, rainfall totals, precipitation percentiles, streamflows, lake levels and ground-water monitoring wells around the state.
Robert Boyles, Deputy Director for Marine Resources, reported that Director Taylor attended the Legislative Oversight Committee final meeting of the Law Enforcement Training Council.
Director Taylor toured the new Archaeology offices.
Director Taylor and Shannon Bobertz met with staff of the Legislative Oversight Committee.
Director Taylor met with LTC Jeff Palazzini, the new incoming Corps of Engineers Charleston District Engineer, and LTC Matt Luzzatto, the outgoing Charleston District Engineer.

Mr. Boyles gave the Board an update on funding for offshore fisheries monitoring. - Division of Administration
Derrick Meggie, Deputy Director for Division of Administration, gave the Board an update on deer tags. - Land Water and Conservation
Ken Rentiers, Deputy Director for Land, Water and Conservation, distributed the Heritage Trust Revenue report. - Wildlife and Freshwater Fisheries
Emily Cope, Deputy Director for Wildlife and Freshwater Fisheries, also briefed the Board on deer tag implementation. Mrs. Cope reported on the International Convention of Allied Sportfishing Trades (ICAST). - Law Enforcement

Disposal of Surplus Property at Wateree River Heritage Preserve in Richland County
Ken Prosser, Assistant Deputy Director for Wildlife and Freshwater Fisheries, reviewed the proposal to dispose of surplus property at Wateree
River Heritage Preserve in Richland County, as included in the meeting packet. Mr. Pulliam made a motion that the Board approve the sale of
approximately 29.74 acres across from the DNRs Wateree River Heritage Preserve/Wildlife Management Area in Richland County following State
Department of Administration Guidelines.
The August meeting of the Board will be August 18 in Columbia.
The September meeting of the Board will be held September 22, in conjunction with the Law Enforcement of the Year luncheon at Seawell's, in Columbia.
Mr. Hutchins made a motion that the meeting be adjourned. Mr. Pulliam seconded the motion and the motion carried unanimously.
