SCDNR Board Meeting Minutes
Teleconference Meeting
The called teleconference meeting of the Board of the South Carolina Department of Natural Resources was held at 10:00 a.m., October 6, 2021. Notice of the date, time and place of the meeting was posted and mailed to the news media. Chairman Norman Pulliam presided at the meeting. Board members present included Dr. Mark Hartley, Mike Hutchins, Jerry Lee, Carlisle Oxner, Jake Rasor, Jr. and Duane Swygert. Director Boyles and staff members of the Department of Natural Resources were present at the meeting.
Chairman Norman Pulliam called the meeting to order and welcomed everyone to the meeting.
- Proposed Changes to Regulation 123-40 Wildlife Management Area Regulations
Billy Dukes, Wildlife and Freshwater Fisheries, reviewed the amendments to the version passed at the September 16, 2021 DNR Board meeting. Mr. Lee made motion that the DNR Board approve the proposed changes to Regulation Sections 123-40 Wildlife Management Area Regulations as recommended by staff. Mr. Rasor seconded the motion and the motion carried unanimously. - Motion on Recreational Red Snapper Season from Marine Advisory Committee
Director Boyles read the motion from the Marine Advisory Committee. Mr. Swygert made a motion that the DNR Board accept and approve the Marine Advisory Committee’s recommendation to the DNR Board that the Department, through the DNR-designated representative to the South Atlantic Fishery Management Council, strongly encourage the National Marine Fisheries Service Southeastern Regional Office Administrator to utilize existing authority to expedite the analysis of the July 2021 recreational fishing season landings for red snapper and to take necessary action to make available to recreational fishermen any red snapper catch still allowable this year through the established fishery management plan and Code of Federal Regulations. Dr. Hartley seconded the motion unanimously..
The Board will hold a workshop on October 14, 2021, location TBD.
The Board’s next meeting is scheduled for November 18, 2021 in Columbia.
Mr. Swygert made a motion that the meeting be adjourned. Mr. Hutchins seconded the motion and the motion carried unanimously.
