The Division of Outreach and Support Services (OSS) supports all divisions and programs of the S.C. Department of Natural Resources. OSS provides agency-wide support in the areas of procurement, accounting, engineering, human resources, legal, audit, legislative, mail services, graphics, duplicating, editorial advisement, photography, video and news/media services. The division also has the responsibility of administering all agency funds, including federal, state and other revenue sources. The division is accountable for the agency’s fixed asset system, which includes property inventory management and the disposal of surplus equipment. The Boating Access Section provides assistance to state, county and municipal government’s municipalities in the design, construction and renovation of public boating access facilities throughout the state.
The Watercraft Titling and Registration Section provides customer service for more than 400,000 registered watercraft and outboard motors. The Licensing Section provides sales of hunting and fishing licenses through direct sales, more than 800 license agents, a toll-free number and internet sales. Residents applying for special disability and lifetime licenses should contact the Columbia office. DNR offices are open Monday through Friday from 8:30 am to 5:00 pm. OSS Division staff coordinate education and outreach programs of the agency. Ongoing programs, widely recognized among South Carolina schools and organizations, are SC Reel Kids, and others. The nationally recognized South Carolina Wildlife magazine, begun in 1954 and regarded as the Ambassador for outdoor South Carolina, reaches a quarter-million readers every other month with the agency’s natural resources message.
